On combating new types of economic crimes in Russia and the United States
Information-Analytical and Organizational-Legal Support for Counteracting Economic Crimes

Russia’s economic reform and transition to market relations are accompanied by numerous socially dangerous offenses against the valuable interests of individuals, legal entities, and the State.
To offset these unlawful acts, an effective crime-control system is required. The system would comprise the following elements:
business entities with non-government law-enforcement services and units;
supervisory agencies;
law-enforcement organizations.
Whether business entities are able to provide reliable legal protection of their operations depends directly on access to information about their partners’ business reputation, record of offenses committed, etc.
In Russia, there is no civilized system of obtaining reliable information about businesses, and company “transparency” is non-existent.
Such information is mainly concentrated in supervisory and law-enforcement agencies. Comprehensive use of that information would make it possible to enhance the security of business entities, to select companies for effective audits by supervisory bodies, and to obtain additional evidence of criminal activities.
Therefore it is necessary to find an acceptable form of using that information (an integrated interdepartmental data base, a stock company/agency involving government bodies, etc.).
