On combating new types of economic crimes in Russia and the United States
The New Legal Environment for Combating Economic Crimes in Russia

1. The Criminal Code of 1996 in a way sums up the law-making activities to create an essentially new legal environment for combating economic crimes in Russia. The existing criminal legislation has several sets of norms regulating liability for economic crimes:
— norms of liability for offenses against property;
— norms of liability for offenses against business and other economic operation procedures;
— norms of liability for corruption and other service crimes;
— norms of liability for crimes against information security.
2. As the monopoly of state ownership has been abolished and the Russian Constitution proclaims freedom of business and other economic activities, the most substantial revision affects the system of norms regulating those activities. Today, that system of norms can be summed up as follows:
a) crimes committed by officials against guarantees of economic activities, including business activities, provided by the Constitution and federal laws;
b) crimes violating the general principles of business and other economic activities;
c) crimes against lenders’ interests;
d) crimes related to monopolistic behavior and unfair competition;
e) crimes affecting money and securities circulation;
f) crimes against external economic operations;
g) crimes violating circulation of hard-currency assets;
h) crimes violating tax payment procedures;
I) crimes violating consumers’ rights.
