The Use of INTERNET to Commit General Crimes (A Summary)

1. INTERNET as a high-efficiency and speedy communications and monitoring system can be used widely to establish and maintain contacts among individual criminals and criminal groups and even to convey valuable information in coded form. In Russia, criminals use INTERNET only occasionally - primarily because the existing network is quite small. However, considering its capabilities, it is reasonable to expect that the use of INTERNET for criminal purposes will rapidly increase in future. Therefore it is necessary to take precautions, including, perhaps, technological precautions, and to train specialists to counteract those efforts.
2. INTERNET can be used to establish pedophilic and other prohibited sexual relations. Other countries’ experience provides examples of persons using INTERNET and a variety of apparently decent pretexts to establish contacts with teenagers and sharing the information obtained for pedophilic purposes. Pedophiles have been using INTERNET to exchange information, including information about their victims, thereby creating a child prostitution market. This should be taken into account in planning and conducting crime-detection and crime-prevention operations.
3. INTERNET is used to disseminate pornography, including child pornography. It is necessary to be prepared for such use of INTERNET, too.
