On combating new types of economic crimes in Russia and the United States
Global Computer Networks as a Crime-Modifying Factor
Dmitry Yevgenievich Makarenkov
Vadim Viktorovich Shcherba
The global network comprising millions of computers, INTERNET, provides unheard-of opportunities to communicate and obtain information and is increasingly used for criminal purposes.
The use of computers in life-support system control circuits of various levels, from technical facilities to medical equipment, opens essentially new criminal opportunities.
The advent of electronic money and later electronic banks, exchanges, and shops, which, however, supply real services and commodities, is just one factor promoting new types of “electronic” fraud.
The virtual cyber-space of computer networks is used in connection with some traditional crimes, such as terrorism, drugs, and some others. A global network user can obtain the latest recipes for manufacturing narcotics or explosives, participate in a hackers’ conference or a mafia gathering.
Cyber-space is a new and unusual concept to law-enforcement agencies. But criminal activities involving global computer communications networks are the most dangerous to society.
