On combating new types of economic crimes in Russia and the United States

Mass media and foreign investments

In 1996 the theme of foreign investments in Russia was one of priorities in Russian and foreign mass media. A study of mass media activity makes it possible to come to a number of conclusions that are important from the point of view of comprehensive understanding of the problem.

1. The possibility of getting a professional assessment of the economic situation in Russia and first of all the prospects of its development is made difficult by a sea of amateur or purely journalistic publications.

2. The alleged unbiassed estimations of the state of the market of foreign investments in Russia do not in essence withstand critisism.

3. The corruption of state bureaucrats making decisions of economic character is usually (voluntarily or not) exaggerated. On the other hand there is a tendency to underestimate the detrimental impact of the low level of professionalism and negligence of functionaries of medium and lower sections who are authorized to make and realize corresponding decisions.

4. The state of law and order in Russia as a whole and prospects for their changes are perceived with a certain negative tendentiousness at the bottom of which is a higher level of preference in reading materials related to criminal violence.

5. Of great importance is immediate solution of the problem of monitoring (observation, assessment and prognostication with the help of specialists) of foreign investments into the economy of Russia in a specialized economic legal publication.
